📘 Emergency Simulation RP – ESS 2.0 Player Handbook

This handbook covers the foundation of our community. It will help you understand our systems so you can patrol without needing prior certification. We expect all members to roleplay seriously and uphold our standards of realism and professionalism.

Requirements Before You Fly In

📢 ESS 2.0 Update – Moving Away from FivePD

  • QBCore for civilian roleplay and investigative systems.
  • Night ERS for AI-driven roleplay (backup, EMS, fire, towing, transport, helicopters, etc.).

This creates a balanced environment between player-based and AI-based roleplay, delivering a deeper, more immersive experience.

🌐 ESS 2.0 Vision

ESS 2.0 builds directly on the foundation of ESS 1.0 — expanding gameplay with:

  • Enhanced roleplay mechanics
  • Deeper inventory systems
  • Interactive interfaces
  • Food, money, and personal items
  • Housing & vehicles
  • Custom police equipment & take-home units
  • Countless other features

Our primary focus remains police roleplay. Civilian jobs exist, but they are designed for immersion — not major income. Officers can enjoy off-duty life with civilian activities while keeping law enforcement at the center of ESS.

⚠️ Important: Off-duty is not freedom to create chaos. RDM, griefing, or reckless behavior will still result in disciplinary action or removal.

Players will continue to interact with AI as before, but ESS 2.0 introduces improved ERS systems, more realistic callouts, and deeper integration with CAD/MDT.

👉 In short: ESS 2.0 is everything you know from ESS 1.0, modernized, expanded, and enhanced — without losing its core identity.

👮 Department Structure

  • LSPD is the entry department for all new officers.
  • Once you’ve read and accepted the rules/documents, you are placed into LSPD automatically.
  • All LSPD can immediately go on duty and use the MDT.
  • Rank structure is being revised to better fit QBCore/ERS.
  • After a few days in the city, officers may apply to transfer into other departments (leadership decides).
  • LSPD officers should check the Discord department channels for uniform ID numbers.

🚔 General Expectations

  • Roleplay Every Scenario: All callouts, pursuits, and backups must be fully roleplayed.
  • Honest Reports: Falsifying reports or stat-farming = immediate removal.
  • Emergency Driving:
    • Code 2/3 requires slowing and clearing intersections every time.
    • You may not transport suspects to jail running Code 2/3.
  • Vehicles: Stealing or using another officer’s patrol unit = removal.

🚓 Patrol Speed Guidelines

Patrol Units

  • City: 55 MPH | Code 3 Max: 90 MPH
  • Freeway: 90 MPH | Code 3 Max: 120 MPH
  • Residential: 35 MPH | Code 3 Max: 60 MPH

Traffic Enforcement Units

  • City: 55 MPH | Code 3 Max: 100 MPH
  • Freeway: 90 MPH | Code 3 Max: 150 MPH
  • Residential: 35 MPH | Code 3 Max: 60 MPH

Traffic Rules

  • Red lights = stop signs (full stop, clear, then proceed).
  • Lane-splitting is prohibited in patrol vehicles (motorcycles exempt).

🔑 Key Commands & Bindings

(All keybinds can be changed in FiveM settings.)

  • F10 → /mdt2 (AI MDT system – ERS)
  • Z → AI backup menu (EMS, fire, helo, transport, tow, etc.)
  • F5 → Road closures / traffic detours
  • F6 → Props (cones, barriers, barricades)
  • F7 → Speed zones
  • F5 (alt bind) → Speed radar
  • /alpr → In-game ALPR system
  • /toggleanpr → ERS ANPR toggle
  • B → Seatbelt
  • L → Lock vehicle
  • /mdt → Civilian MDT (QBCore systems)
  • /mdt2 → AI/LEO MDT (ERS systems)

📝 Getting Started – LSPD

⚠️ Make sure your FiveM client is linked to both your CFX account and Discord.
  • Get your Discord roles by reading/accepting the rules and documents.
  • Create a realistic character when flying in (avoid presets).
  • Spawn at MRPD. (After character creation pick spawn location for LSPD)
  • Once spawned at the station, Use /eup to get your basic uniform. (Advanced: apply SOP clothing IDs at stores from discord LSPD SOP.)
  • Go on duty with /mdt2, or press F10 -> LSPD -> Green button to go on duty -> Give yourself a 4 digit callsign (Do not change after you've created one).
  • Goto reception desk (front lobby), clock in at the front desk (use L-Alt / 3rd Eye) go on duty.. This is how you get paid.
  • Visit the Armory to purchase weapons.(in major crimes, back of MRPD(must be on duty)). Don’t overspend — you’ll need money for food, fuel, etc.
  • Equip and power on your radio:
    • Press Tab (inventory) Use radio item → Enter channel 111.1 → Press Enter.
    • Power on, set Left Alt as Push-to-Talk (can be rebound).
  • Spawn your patrol vehicle at the MRPD parking lot.
  • Begin patrol.

❗ If you have not joined Discord and read the rules/documents, you will not have the correct /job and will be unable to go on duty properly.

📡 Radios & Dispatch

  • Use proper RTO etiquette: identify yourself before transmitting.
  • Example: “2K-12 to Dispatch, 10-11 on a black Charger at postal 722, occupied 1x, no additional 32s.”
  • Learn the 10-codes posted in Discord.
  • Never transmit over another officer.

🔒 Going On Duty

  1. Press F10 to open your /mdt2 CAD.
  2. Join the LSPD roster and click the green button at the bottom to go on duty.
  3. You will then be prompted to select a 4-digit callsign — this callsign is permanent and must be used during all radio transmissions and related communications.

📱 Cell Phones

M → Open phone. Use it for calls, texts, Twitter, and in-game communication.

🎮 RP Keybinds

Character creation, emotes, /me, /do, as well as emotes, etc using F1. Commands are available. See Discord guides for full RP command usage.

All infractions, punishments, and changes to these rules are at the discretion of our Government Officials and may be updated at any time. By joining, you agree to follow these rules, regardless of whether you’ve read them.

⚠️ Failure to comply with these rules or our Terms of Service/Guidelines may result in penalties as decided by Government Officials.

🛠️ Appeals Process

If you believe you were wrongly punished or banned, you may submit an appeal by creating a ticket in the open-ticket section.

Discord Rules

  1. Keep topics within their respected channels.
  2. Don't spam. (Full caps-locked messages are considered spam.)
  3. No drama in public chats; contact an admin to settle disputes.
  4. Excessive swearing or inappropriate behavior = permanent ban.
  5. Abuse of reactions may result in warnings or loss of reaction privileges.

Universal Rules

  1. No loophole hunting. If it violates the spirit of any rule, it’s punishable.
  2. No douchebaggery: no spam, no exploit abuse, etc.
  3. No racism/sexism/harassment against players anywhere (Discord, in-game, or otherwise).
  4. OOC chat only in proper channels/commands (e.g., /ooc).
  5. No Godmode of any kind.
  6. Do not discuss tickets/cases with others — against Player Conduct Policy.
  7. No OOC voice chat for IC purposes.
  8. Scenarios must use logic, common sense, and physics for realism.
  9. No advertising other communities/links; permanent ban.
  10. No trolling, modding, hacking; permanent ban.
  11. Donators aren’t exempt; no refunds for rule breakers.
  12. No abusing the CAD system (badge numbers, ranks, reports, etc.).
  13. LT+/Admin/Dev from other servers cannot hold HC/Staff roles here.
  14. No stat padding or falsifying reports/citations.

Law Enforcement

  1. Follow Department/Office SOP; violations handled by appropriate command.
  2. Rule breakers handled by Admin/Government Officials.
  3. LEO are not authorized to handle FAILRP/rule breakers unless assigned.
  4. No retaliation of any kind.
  5. Maintain professionalism at all times; realism required.
  6. LEO must follow Server Rules and SOP/COCs.
  7. Zero Tolerance Policy.

Civilians (Not applicable for non-staff members)

  1. Civs are role models; RP must be persistent and fitting to the scenario/area.
  2. Civs may earn ranks for good behavior unlocking benefits/activities.
  3. RP everything to the fullest; realistic logic and persistence.
  4. Drive realistically; no unrealistic speeds or vehicle mods; no motorcycle abuse.

⚠️ Please Note

  • Server and in-game environments have separate rules to ensure RP quality.
  • If you encounter an in-game issue, use /report to inform staff.
  • Reports/complaints posted in global chat will not be addressed.

🚫 Abuse of the Report System

Misuse of the report function—including falsifying information, exaggerating details, or other misuse—will result in an immediate ban from the server.

All rules are final, and Government Officials/Staff have the final say in all decisions. Attempts to exploit loopholes will not be tolerated.

📌 Account and Security Notice

We reserve the right to suspend, delete, or ban accounts at our discretion. 🔐 ESS staff will never request your personal credentials.
